Why are skate wheels shrink-wrapped?

I'm looking into the manufacturing and packaging process of skate wheels and was wondering why they're all shrink-wrapped. I've only seen a few different brands packaging differently and I was wondering if there were specific reasons they are mostly packaged this way.
